The Homelessness Reduction Act came into force in April 2018 and significantly reforms homelessness laws in England, requiring local authorities to intervene sooner to prevent homelessness in their areas. An initial review of the law's implementation, conducted in 2019-20, found that local authorities and partners have achieved much to improve prevention services for homelessness, but there is still work to be done.
The Homeless Advice and Support Team (HAST) provides advice and guidance to local areas implementing the HRA and the team continues to work closely with local authorities to fulfill new responsibilities and improve services and benefits for the homeless. HAST counselors also work with Rough Sleeping Initiative staff to help local areas reduce restless sleep and work with local areas in the Rough Sleeping Program to increase the provision of safe and appropriate accommodations for people coming out of sleep in the Street.
We are now looking for a new consultant to join the HAST team. The position is offered as an option for assignment (with current salary) or a fixed-term contract. We are looking for a consultant capable of working with local authorities in the north of the country or in London.

Functions include:
- Visit and work with local authorities across England, providing advice, support and challenges relevant to local context and issues.
- Support work to incorporate the Homelessness Reduction Act, including helping local authorities build a preventative culture of problem solving and providing outcomes for single homeless people.
- Work with local authorities to meet the government's goal of ending street sleep, including supporting bids for the Rough Sleepers Program and other DLUHC funding, and demanding that authorities be responsible for delivery.
- Support local authorities in developing their homelessness strategies and governance and to work effectively with partners to prevent homelessness.
- Provide specific challenges and support to help local areas improve practice and performance.
- Support the development and sharing of effective practices.
- Support the implementation of improved data collection and learn from experiences across the country to inform ongoing policy development.
- Organization of presentations, workshops and events, dissemination of information and advice on good practices
- Effectively record and share critical information to support program management and policy development

A homelessness leader and expert with knowledge of the factors that contribute to individuals and families becoming homeless and a proven track record of creating and delivering services that effectively prevent homelessness and support people at risk.
Extensive knowledge and understanding of legislation, policy and practice relating to homelessness in England.
Excellent knowledge and understanding of local government, key partners and stakeholders, their roles and interests, and the operational and policy context in which services are provided to people at risk of becoming homeless.
Excellent interpersonal and communication skills, including the ability to motivate and inspire individuals and groups and support the development of partnerships around shared commitments to improve outcomes.
Strong oral and written presentation skills, including the ability to speak at conferences and events.

The Internal Fraud Unit of the Division of Fraud, Mistakes, Debts and Donations of the Cabinet processes information about employees who have been fired or would have been fired if they had not resigned due to internal fraud. The Cabinet Office receives details from participating government organizations about staff who have been sacked for insider fraud or who would have been sacked had they not resigned.
