While I haven't personally experienced this, I do have a strategy for approaching a colleague who is not fully embracing their responsibilities. Second, if talking to my colleague doesn't resolve the issue, I would arrange to speak privately with our manager. I would use a fact-based approach to describe the problem and the steps I took to try and resolve it. At that point, I would follow my manager's instructions on what was next and offer to help if I could.
