Program/Department Summary

This consultation is intended to assist in the design and development of USAID's call for proposals. The women's advocacy and leadership activity will bring about transformative changes in gender relations at the household, community and national levels to improve gender equality and promote women's leadership in Jordan. This will be achieved through: 1) strengthening the enabling environment and institutional capacity and removing structural barriers for women to fully exercise their rights, express their agency, lead and freely participate in society; 2) Partner with local actors to challenge prevailing illicit social norms that perpetuate gender inequality, undermine women's agency in exercising their rights, and impede transformative changes in gender relations; and 3) promote inclusive and transparent leadership and the participation of girls and women in decision-making.

Goals:

The Proposal Development and Partnership Management function will lead in-country processes for Mercy Corps in the design and development of USAID's Leadership and Agency for the Advancement of Women call. The objective of this role is to be the in-country partner for global proposals and technical direction and to lead the joint design and partnership building between the five partners in the proposed consortia.

Consultant Responsibilities:

TEAM coordination and communication:

Determines need and conducts partner meetings (design and budget work, lobbying work and other coordination).

You co-own and update the proposal workplan in collaboration with the MC HQ proposal manager.

Meet with stakeholders (internal and external) including donors, governments, ongoing complementary programs, international and local NGOs, and the private sector to communicate the proposed project and strategic objectives of the MC to gain support for the Consortium offering MC and collect feedback forward to the proposal team.

Provides all team email updates and reviews deadlines/tasks.

Data validation and program design.

Work with the technical lead and technical staff to determine the assessment and data collection work. Work with the AWAL Technical Team Leader and Deputy Country Director to develop a short list of questions to ask at country stakeholder meetings to provide input relevant to the development of our proposal strategy.

Review primary and secondary assessment data collected by the MC and associated program approaches, as well as critical documentation on relevant Mercy Corps approaches and programs.

Co-direct synthesis and analysis of desk review and evaluation data with lead writer (US-based)

Draft key selling points/winning themes with the lead writer.

Assisted lead author and consultant MC Jordan MEL in developing the logical framework.

In close collaboration with the technical team, establish the vision and priorities for the organization and presentation of the overall design (strategic approach).

Help organize the partner's in-country design workshop, contribute to the agenda, and moderate and participate in parts of the workshop. Ensure that community approaches, gender sensitivity and capacity building are integrated into all activities where appropriate.

WRITE:

Assigns writing as needed and works closely with the lead writer/technical lead.

Contributes the entry draft for the sections of the proposal to be assigned.

Review draft proposals.

PARTNER:

Support the Jordan team in developing processes for managing partners and outreach to stakeholders.

Depending on the partnership structure, manage the relationship with partners after teamwork agreements are signed.

BUDGET:

With the Proposal Leader, Program DCD, and Finance Manager, develop inputs to the budget proposal related to activities, M&E, and personnel in collaboration with other team members (organization chart, office structure, protocol structure/division of activities, scope M&A).

Close cooperation with finance manager and budget review.

Works closely with DCD Programs and Country Director on budget decisions/commitments.

HIRING/MANAGEMENT STRUCTURE:

Participates in interviews with candidates for the COP (to be defined in other positions).

Develops the management and staffing structure for the program with the DCD Technical and Program Leader.

Main responsibilities of the consultant

Accountability to beneficiaries

Mercy Corps staff members and consultants are expected to support all accountability efforts, especially to our grantees and to the international standards that guide international relief and development work, while actively engaging beneficiary communities as equal partners in shaping , monitoring and evaluation of our field projects.

Consultants are expected to conduct themselves in a professional manner and comply with local laws, customs and MC policies, procedures and values ​​at all times and in all locations across the country.

The consultant will work closely with:

Community Outreach Director (Jordanien), Senior Proposal Lead (HQ), Lead Proposal Writer (HQ), Konsortien External Partner, MEL Advisor (Jordanien).

Required experience and skills:

Required training/prior experience

Master's or PhD in Political Science, Public Policy, Public Administration, Development, Sociology, Anthropology, Research Methods, Monitoring and Evaluation or related areas + at least 2 years of experience working or leading successful proposal development processes

Bachelor's degree in Political Science, Sociology, Anthropology, Research Methods, Monitoring and Evaluation, Public Administration or related fields + at least 5 years of experience leading successful proposal development processes

Ability to find mitigation measures to adapt to pandemic-related challenges, e.g. B. Use of Apps to Facilitate Remote Collaboration

Solid experience in gender and social inclusion strategies and change processes.

Strong gender and social inclusion networks in Jordan and a proven track record of using these networks for change.

Required and Preferred Skills

Excellent writing and speaking skills in English and Arabic (mandatory)

Consultant is bound by the Mercy Corps Code of Conduct, any violation of this Code of Conduct or violation of the scope of work will result in immediate termination of this Agreement.

Mercy Corps is not responsible for providing equipment such as a laptop, software, cell phone or SIM card to the Consultant.

Rating criteria:

1. Experience designing and writing USAID applications with a focus on gender outcomes: 20%

2. Gained an understanding of Jordan's development context specifically related to gender change and social inclusion strategies and processes, taking into account norms and historical changes: 15%

3. Strong gender and social inclusion networks in Jordan and a proven track record of using these networks and strong experience in facilitating multi-stakeholder design processes in Jordan: 15%

4. Proven relationships with the Jordanian government and Jordanian civil society organizations dealing with gender-based violence, women's economic empowerment, and/or women's political leadership: 15%

5. Interviews - 15%
